Any source for this?  This is an ideal purposeful disinformation source.

No real source.  My friend’s Chinese girlfriend told me that when she was in school a few years back this was in her Politics textbook.  She said that it was only when she traveled out of China in her early 20s, and read the quote in its entirety, that she felt like she had been lied to.
